Say “dark web” and most people picture hackers, illegal markets, and hidden corners of the internet. That’s a reasonable association. It’s also incomplete. Long before Wi-Fi, people were already building systems that worked on the same underlying logic: move information, goods, or ideas around official control, using trust networks instead of public ones. Secret trade routes, coastal smuggling paths, underground printing presses, pirate ports, and royal ciphers all did this centuries before anyone had a reason to invent the term “dark web.” The technology changes. To outsiders unfamiliar with a given stretch of route, the network could feel mysterious, even dangerous, full of local guides who knew which mountain passes to avoid and which checkpoints could be talked past. To the merchants who used it regularly, it was simply infrastructure, the same way a modern supply chain is infrastructure rather than a conspiracy.

The clearest historical parallel to modern encryption is France’s Great Cipher, devised in the mid-1600s by father-and-son cryptographers Antoine and Bonaventure Rossignol for King Louis XIV. Rather than substituting single letters, the cipher used numbers to represent French syllables, an unusual design that made it exceptionally resistant to the standard code-breaking techniques of the era. After the Rossignols died, the method for reading the cipher died with them, and French archives full of the crown’s own diplomatic and military correspondence became unreadable, even to the French government itself.

It stayed that way for roughly two centuries. In 1893, French army cryptanalyst Étienne Bazeries finally cracked it, after three years of dedicated work, once he tested the hypothesis that the numbers stood for syllables rather than individual letters. Among the messages he decoded was a 1691 dispatch discussing the imprisonment of a disgraced general under mysterious secrecy; Bazeries believed it referenced the legendary “Man in the Iron Mask,” though most modern historians are skeptical of that specific identification, since records suggest the officer in question was released and alive years later.
